Dr. Rahaei Emphasizes the Use of BRICS and Shanghai Cooperation Organization Capacities in International Cooperation

The Director-General of International Agreements at the Presidency announced the launch of a system for sharing membership of national organizations in international organizations and stated: "The Ministry of Science is a member of first-tier organizations, and based on the organization's announcement, the membership fees for these organizations have been paid."

Dr. Amidifar, in the second conference on collaborative development with international scientific organizations and associations, addressed the existing challenges for scientists in international forums, stating: "We face challenges in the international arena, which I believe are among the components of progress."

Referring to his own experiences in this field, he added: "We can take advantage of these international spaces and go beyond holding such meetings in Iran and organize them in other countries in English. The Ministry of Science can be a pioneer in this field."

Amidifar, pointing out the legal status of the classification of international organizations and associations, emphasized: "Iran's history of membership in international organizations dates back to 1945, when we joined as one of the founders of the international organization."

The Director-General of International Agreements at the Presidency, referring to Iran's membership in the International Telecommunication Union, Universal Postal Union, and Interpol, added: "The first law on the membership of the Islamic Republic of Iran in international organizations and associations dates back to 1986, and in this law, the parliament prepared a list of organizations and government ministries and institutions that were members of international forums and issued legal permission for them to continue their activities."

He continued: "In addition, some organizations were members of international organizations before the 1986 law and the victory of the Islamic Revolution, and they did not need parliamentary approval. The list of these organizations was also approved, and permission was granted for their membership fees to be paid."
He said: In 1995, due to the lack of oversight over the payment of membership fees, the Council of Ministers approved a resolution, based on which a working group consisting of the legal deputy of the president, the international deputy of the Ministry of Foreign Affairs, and the deputy of the Organization for Planning and Budget was formed. In some of the meetings of this working group, deputy heads of organizations were also invited to attend, depending on the requirements.

Amidifar recalled: In 1997, the Council of Ministers presented another resolution, announcing that this working group would decide on the necessity of paying membership fees and the necessity of memberships.

He added: In 2001, two clauses were added to this law, according to which the responsibility of determining which national authority and organization is responsible for the membership of organizations was added to this working group. In 2011, we added another clause to this effect, which is to create an assessment and oversight of the government's memberships in international organizations and associations, which is the responsibility of the Presidency and is carried out in the International Agreements Center.

The Director-General of International Agreements at the Presidency said: In 2011, the Guardian Council found this procedure problematic and declared that the documents justifying the organization and the reasons for being a member of an organization and its statutes must be approved by the parliament. Therefore, since 2011, every organization and ministry that wants to become a member of international organizations must submit the documents justifying the organization to this working group, and after translation and drafting a bill, it must be sent to the government and approved by the parliament. In the budget regulations, this obligation is repeated every year, and the performance of each organization is evaluated, and based on that, permission to pay membership fees is granted.

According to this official, immediately after the budget is announced, the ministries are given a deadline to submit their quarterly reports, and based on that, permission to pay membership fees is granted to government agencies.

Amidifar continued: Iran's membership in the 2023 budget bill was approved, and the Islamic Republic of Iran is authorized to be a member of 217 international organizations or associations, with four defined groups of membership.
He considered the first category to be related to Iran's membership in international organizations directly funded from the general budget, which includes 58 international organizations, with the Ministry of Science representing the government in 3 of these international organizations and falls into the first category.

He continued: The second group includes 123 international organizations or assemblies for which membership fees are paid, but the membership fees for this category have been seen in the annual budget of the government agencies.

This responsible official added: The third group includes organizations whose performance must be reported to the Presidential Working Group. Since we have not received reports from these organizations and related agencies, or their membership fees have not been paid, it is necessary to verify their performance, and after approval, permission to pay the membership is granted.

The Director-General of International Agreements at the Presidency stated: If the performance of an organization is not convincing to the Presidential Working Group or if the membership fee has not been paid, the membership of that organization falls into the fourth category. In this case, it is proposed to the Cabinet to either withdraw from the organization, or to propose a change in national authority, due to its lack of capability. In this regard, the decision must be made by the parliament, but the proposal is presented by the legal deputy of the president.

Regarding the request for new membership in international organizations, he said: This is done through the highest executive authority of the agencies, which is proposed by the Minister of Science to the legal deputy of the President at the Ministry of Science, and this deputy refers the request to the International Agreements Working Group.

The Director-General of International Agreements at the Presidency emphasized: In this regard, we definitely obtain a justifying report about the reason for membership, obtain the Persian and English texts and documents of that organization, and after translating and matching, it is presented to the Cabinet through the legal deputy.
Omidifar noted: The legal deputy intends to launch a system to make all the approved agreements and conventions accessible to everyone with the help of executive agencies, in order to avoid parallel work. He emphasized that in this regard, we request cooperation from the Ministry of Science to provide us with information on membership in all organizations and assemblies so that we can input this information into the system.

He mentioned the ECO and SCSAMI scientific foundations as other organizations of which the Ministry of Science is a member, and added: These are important organizations of which the Ministry of Science is a member, and they are in our first category, so their membership fees are paid from the budget.

Omidifar emphasized: According to the announcement, the Planning Organization has paid our classification fees for the first 25 groups, so practically, the membership fees for our three groups in the 8th, 20th, and 22nd categories have been paid.

He added: In the second group, the Permanent Committee for Technological Cooperation affiliated with the Organization of Islamic Cooperation is located, and its fees should be paid from the Ministry of Science's budget.

The Director-General of International Agreements at the Presidency stated that organizations such as the Center for Science and Technology of the Non-Aligned Countries, the Asian Sports Federation, the International University Sports Federation, the World Academy of Sciences, and the International Centre for Theoretical Physics are in the second category, and said: Our request from the Ministry of Science is to utilize the capacities of international organizations and pay membership fees on time.

Omidifar added: In the third group, we have not received the right to membership from the Ministry of Science, nor have we received any reports in this regard. It is likely that they will not be able to pay the membership fees in the current year because we have not received any reports for continuing membership. If we do not receive these reports, we will fall into the fourth group, and we will propose a change in national authority or propose withdrawal from the international organization.

Finally, he said: In the fourth group, there is also the Third World Scientific Network, from which we have not received any reports, and we have proposed to the Cabinet to withdraw from this network.
